Status and sourcesLisbon is a docking port with the old town on the quay. Alfama climbs straight up behind the terminal and the castle is a steep walk of about 15–20 minutes, so you can be on the walls before the coaches arrive. The choice is between staying central (Alfama, the castle, the Baixa and tram 28) and heading west to Belém for the Jerónimos Monastery and Belém Tower, which reopened in May 2026 with timed entry. Sintra works only on a long call. Note that all four of Lisbon's historic lifts and funiculars, including the Santa Justa lift and the Glória funicular, are out of service in 2026.
Walkable? Yes · about 14 min (1 km)
From Jardim do Tabaco, the riverside walk to Praça do Comércio is flat and about 14 minutes. Alfama is directly behind the terminal: cut through to Largo do Chafariz de Dentro, then it is a steep climb of about 8 minutes to Miradouro de Santa Luzia and 6 more to the castle. Pavements are polished limestone cobbles, slippery when wet. From Alcântara or Rocha, use public transport.

The simplest option from Jardim do Tabaco and Santa Apolónia. Wear shoes with grip; the cobbles are steep and smooth in Alfama.
Navegante Ocasional card (formerly Viva Viagem)
€0.50 for the card; single Carris/Metro ticket €1.90; 24h Carris/Metro €7.25; 24h Carris/Metro/CP €11.40 (2026)Buy at any metro station machine
A reusable paper card that holds one product at a time. The €1.90 single is valid for one hour after first validation on Carris buses, trams and the metro. The 24-hour ticket starts at first validation and pays off after three tram rides. The 24h Carris/Metro/CP version adds CP suburban trains such as the Sintra and Cascais lines. You can also load stored credit (zapping), which is cheaper per trip than paying on board. Touch the card on the reader every time you board.
Tram 28E (Carris)
€3.30 on board (2026), or included in the 24h ticketSlow in traffic; allow plenty of time for the full Martim Moniz–Prazeres route
The historic tram through Graça, Portas do Sol, the Sé, Baixa, Chiado and Estrela. The Martim Moniz terminus is about 22 minutes' walk from the terminal and has the longest queues. Board mid-route instead, for example at the Sé or Portas do Sol, and ride west. It is the city's worst spot for pickpockets.
Tram 15E (Carris) to Belém
€3.30 on board (2026), or included in the 24h ticketAbout 38 min from Praça do Comércio to Jerónimos
Modern trams from Praça da Figueira to Algés along the river, via Praça do Comércio and Belém. Get off at the Mosteiro dos Jerónimos stop. Busy when big ships are in, so go early.
Bus 728 (Carris)
€2.30 on board (2026), or included in the 24h ticketVaries with traffic
Stops outside the cruise terminal and runs west along the river to Belém (Jerónimos) and LX Factory. A useful direct return from Belém when the 15E is packed. Buses 759 and 794 run from near the terminal to the National Tile Museum.
Metro (Metro de Lisboa)
€1.90 single on the Navegante card (2026)A few minutes between central stations
Santa Apolónia (Blue line) is about 7 minutes' walk from Jardim do Tabaco. The Blue line runs to Terreiro do Paço, Baixa-Chiado and Restauradores (for Rossio station and the Sintra train). Not all stations are step-free.
CP train to Sintra
Zone fare on the Navegante card, or the 24h Carris/Metro/CP ticket at €11.40 (2026)About 40 min from Rossio
Frequent trains from Rossio station, next to Restauradores metro. In Sintra the palaces are on the hill above the town; allow for the climb or the local bus.
Taxi, Uber, Bolt
MeteredVaries with traffic
Licensed taxis wait in front of the terminal. Uber and Bolt work across Lisbon and are often the easiest way back from Belém if you are running late.
Know your all-aboard time? Build the whole day around it.
For a 17:30 all-aboard: leave Belém by 15:15, leave Alfama or the Baixa by 16:00, and be on a Sintra train back to Rossio by 14:30.
Tram 15E from Belém to Praça do Comércio is about 38 minutes, plus the 14-minute walk to the terminal and queues. From Sintra, the train is about 40 minutes, then metro from Restauradores to Santa Apolónia and a short walk; Sintra counts as a train-dependent trip, so plan to be on board 90 minutes before all-aboard.
If you're running late
Take a licensed taxi or call an Uber or Bolt. If you are stuck in Sintra, a taxi is the only quick option. Call the port agent number in your daily programme if you will be late.

Lisbon is one of the easiest ports in Europe to do alone: the terminal is in town, transport is cheap and the main sights are on two tram lines. A ship tour is worth it for Sintra on a short call, because the palaces sit on a hill above the station and timed tickets plus a train make the return tight. It also suits anyone who cannot manage steep cobbles, since the city's lifts and funiculars are out of action in 2026.
Queuing for tram 28 at Martim Moniz.
Instead: Board mid-route at the Sé or Portas do Sol, or ride early in the morning.
Paying €3.30 on board for every tram ride.
Instead: Buy a €0.50 Navegante Ocasional card and load the €7.25 24h Carris/Metro ticket at a metro machine (2026).
Planning on the Santa Justa lift or the Glória and Bica funiculars.
Instead: All were closed after the September 2025 Glória accident and none had reopened as of September 2026. Walk, or use trams and the metro.
Going to Belém on a Monday.
Instead: Jerónimos is closed on Mondays. Do Alfama and the castle instead.
Turning up at Jerónimos or Belém Tower without a timed ticket.
Instead: Book online in advance; Belém Tower is capped at about 900 visitors a day.
Trying to fit Sintra into a short call.
Instead: Allow at least 5–6 hours and be on a train back by 14:30 for a 17:30 all-aboard, or take the ship's tour.
Lisbon is generally safe for daytime visitors; the main problem is pickpocketing. Tram 28 is the highest-risk spot, followed by tram 15E, the Green line metro, Praça do Comércio, Rua Augusta, Cais do Sodré and the queues at Jerónimos and the castle. Keep bags zipped and in front, and phones out of back pockets. Martim Moniz, Intendente and Anjos can feel rough late at night, which is not an issue on a cruise day. The cobbles are slippery, especially after rain: falls are a more likely problem than crime.
Scams and tourist traps
Emergency number: 112
Crowds
Tram 28 is fullest from mid-morning to late afternoon, especially when several ships are in; ride before 09:30 or board mid-route. Jerónimos and Belém Tower use timed tickets, and Belém Tower is capped at about 900 visitors a day since reopening in May 2026, so book ahead. The castle is busiest late morning; go at opening. Praça do Comércio and Rua Augusta are crowded all day. Since April 2024 Lisbon has charged a tourist tax on disembarking cruise passengers over 13, collected through the port and usually built into your cruise fare or port charges.
Accessibility
The Jardim do Tabaco terminal is modern, with automated walkways; ask security at the entrance for wheelchair help. The riverside walk to Praça do Comércio is flat and the Baixa grid is fairly level. Alfama, the castle and Chiado are steep with uneven cobbles, and in 2026 the Santa Justa lift and the Glória, Bica and Lavra funiculars are all closed; the newer Graça funicular reopened on 30 April 2026. The metro is not fully step-free. Modern trams on line 15E are easier to board than the historic tram 28 cars. A taxi to the castle gate or a ship coach tour is the practical choice for limited mobility.
If it rains
Lisbon's cobbles are slippery in rain, so keep walking to a minimum. Good indoor options: the Jerónimos Monastery (closed Mondays), the National Tile Museum (buses 759 and 794 from near the terminal), and the Calouste Gulbenkian Museum. The Time Out Market at Cais do Sodré works for a covered lunch. Tram 15E to Belém is a dry way to see the riverside.
