Kotor Cruise Port

Quick answerKotor has a quay right opposite the Old Town's Sea Gate; smaller ships and one larger ship berth there, while others anchor in the bay and tender to the same pier. Either way you walk into the Old Town in about five minutes, so you need no transport. Be back at the tender pier 90 minutes before all-aboard, because late-afternoon tender queues are long.

Transport: Port of Kotor to Kotor Old Town

Kotor is the rare port where the town starts at the end of the gangway. The Old Town is small, flat and walled, and the fortress climb rises straight up the mountain behind it. The day here is shaped by two things: heat on the unshaded fortress steps, and the tender queue if your ship anchors. Up to four or five ships can call on a summer day, which turns a tiny town into a crowded one by mid-morning. Climb early, explore the lanes at midday, and keep Perast for a long call.

Walkable? Yes · about 3 min (0.2 km)

Flat, short walk from the pier to the Sea Gate. Inside the walls the lanes are flat but uneven and polished; the fortress path is the only serious climb.

Where your ship docks

  • Main cruise quay (opposite the Sea Gate) · 0.2 km to the centre — Berthing and tender landing point. About 200 m and two minutes' walk to the Sea Gate. Taxis and tour buses wait along the waterfront.

On foot

Free2–5 min to the Sea Gate

From the pier walk straight across the waterfront road to the Sea Gate (Vrata od Mora). Cross at the marked crossing; the road is busy with coaches.

Local bus to Perast (Blue Line)

€2 one way, cash to driver (2026)25–35 min

Board at Kotor bus station, about 400 m south of the Old Town, or at the stop in front of the walls. Roughly hourly, less often on Sundays. In Perast the bus stops on the upper road; walk down steps to the waterfront. Check the timetable for the return before you go.

Taxi to Perast

About €15–25 one way; €40–60 return with waiting (2026)15–20 min

Agree the price before setting off. Uber does not operate in Montenegro.

Kotor–Lovćen cable car shuttle

€10 one way, €15 return shuttle; cable car €20 return (2026)About 8 min by shuttle, 11 min on the cable car

The lower station (Dub) is outside town and not walkable because of a busy road and tunnel. The shuttle leaves from Kotor bus station about every 30 minutes.

Return timing: getting back to the ship on time

Be at the tender pier by 16:00 for a 17:30 all-aboard (90 minutes before). If docked, be back at the gangway by 16:30.

Tender queues build sharply in the last two hours as everyone returns at once; on mega-ship days the wait can exceed 30 minutes before you even board the tender. If you go to Perast by bus, catch a bus that gets you to Kotor by 15:30, because buses are hourly and can run late.

If you're running late

From Perast or Dobrota, take a taxi to the pier; Kotor is small and taxis can reach the Sea Gate quickly. If you will miss all-aboard, call the port agent number on your daily programme straight away.

Ships use the main quay opposite the Sea Gate (one larger ship plus small vessels) or one of three anchorages in the bay. Large ships, and any ship that cannot get the berth, tender. Tenders land at the same pier opposite the Sea Gate. The ride takes 5–20 minutes, and the whole process typically adds 30–60 minutes each way; queues are longest in the last two hours before all-aboard.

Common mistakes cruise passengers make in Kotor

Climbing the fortress at midday in July or August.

Instead: Start at opening or after 16:00. The stone reflects heat and there is no shade or water on the way.

Only bringing a card for the fortress.

Instead: Carry euro cash; payment at the gate is reported as cash only.

Returning to the tender pier 30 minutes before all-aboard.

Instead: Aim for 90 minutes before. Everyone returns at the same time and tenders fill slowly.

Trying to fit Lovćen, Cetinje or Dubrovnik into a cruise call.

Instead: These need 5–7 hours or a border crossing. Stick to Kotor, Perast or the cable car.

Getting into a boat at Perast without agreeing the price.

Instead: Agree the return fare and waiting time before you board.

Safety: is Kotor safe for cruise passengers?

Kotor is safe for visitors. The real hazards are heat exhaustion and falls on the fortress steps, which are uneven, polished and unlit. Take water, a hat and proper shoes, and come down well before dark. The waterfront road between the pier and the Sea Gate carries coaches and cars, so cross at the marked crossing. Do not swim near the cruise pier or busy marinas.

Scams and tourist traps

  • Unofficial fortress ticket sellers: fortress tickets are sold only at the entrance gates, not by people in the street. Keep your ticket until you leave.
  • Unmetered taxi overcharging: agree the fare before you get in, especially for Perast or Budva. Uber does not operate here.
  • Boat fares that change at Perast: confirm the price, return time and what is included before boarding.

Practical information

Crowds

Up to four or five ships can call on peak summer days, and groups arrive in the Old Town from about 09:00. The Sea Gate, the main square and the first section of the fortress steps jam first. Head deeper into the town or up the fortress immediately, and visit the cathedral and museum when the tour groups are on lunch or on their way back to the ship. Check the cruise schedule for your date: on one- or two-ship days the town is far calmer.

Accessibility

The pier to the Sea Gate is flat and short. Inside the Old Town the main lanes are mostly level but paved with uneven, slippery stone, and some squares have steps. The fortress is entirely stepped and unsuitable for wheelchairs; the lower ramparts give a partial view. On tender days, ask the ship whether wheelchair users can transfer; tender boarding depends on the swell. The cable car is the step-free way to get a high view, but the shuttle bus to its lower station may not be accessible.

If it rains

Rain makes the fortress steps dangerous; skip them. Use the day for St Tryphon Cathedral, the Maritime Museum and the town's small churches, with long café stops on the squares. If the cloud is low the cable car view will be lost too.
