Quick answer: Ships berth alongside at the Port of Adria cruise quays on the western edge of Bar, inside a secure port area, and shuttle buses take passengers to the start of King Nikola's Promenade in the centre. Stari Bar, the ruined old town, is 4 km inland: about €5 by taxi (2026). Be at the shuttle stop at least 75 minutes before all-aboard so you are on board 60 minutes before.
Bar is Montenegro's main commercial port, a modern town spread along a bay with a palm-lined promenade. Cruise ships use two berths in the Port of Adria, the privatised part of the port run with Global Ports Holding. The berths are inside a working port, and in 2026 the town ran shuttle buses from the port to the start of King Nikola's Promenade. Most visitors come for Stari Bar, a walled medieval town abandoned in the late 19th century and now a large ruin field at the foot of Mount Rumija, and for an olive tree said to be 2,000 years old or more. Budva and Sveti Stefan are up the coast; this guide could not confirm a usable public bus timetable, so take the ship's tour if you want to go.

Bar Cruise Port (Port of Adria, two cruise berths)
Global Ports Holding places the port on the western edge of Bar, with two cruise berths of 290 m and 200 m (490 m in all) for ships up to 330 m. There is no terminal building yet; one is planned. Global Ports Holding lists a shuttle service. Its fact sheet gives 'City Center: 50m', but the cruise berths are inside a secure port and passengers are taken by shuttle bus to the start of King Nikola's Promenade, so do not plan on a 50 m walk. Local press reported 30 buses shuttling passengers from the port to the promenade on a busy day in April 2026.
Can you walk? Partly. Take the port shuttle bus from the ship to the start of King Nikola's Promenade. No cruise line or port source gives a walking route or time out of the Port of Adria, and the berths are inside a restricted area. Once at the promenade, central Bar is flat and walkable: King Nikola's Palace and its gardens are along the waterfront, and Šušanj beach is further north along the promenade. Stari Bar is 4 km inland and uphill; Global Ports Holding calls it about an hour's walk up, so take a taxi.
Getting to town
Port shuttle bus

Runs from the cruise berth through the port area to the stop at the start of King Nikola's Promenade. The return to the ship is from the same stop. Global Ports Holding lists a shuttle service at the port.
Taxi to Stari Bar
About €5 one way (2026)About 10 min from central Bar
Take one from the centre near the promenade. Use only licensed taxis and confirm the fare before setting off. A good plan is to ride up and walk down the cobbled street below the walls to find a taxi back.
Budva and Sveti Stefan
Ship tour priceFull day
Intercity buses run along the coast, but this guide could not confirm a timetable or where they leave from relative to the shuttle stop. Summer traffic on the coast road is heavy. Take the ship's tour, which the ship waits for.
When to head back
Be at the shuttle stop at the start of King Nikola's Promenade at least 75 minutes before all-aboard, so you are back on board 60 minutes before. Leave Stari Bar at least 90 minutes before all-aboard.
The shuttle ride time and frequency were not confirmed, and on busy days several ships share the shuttle, so allow for a queue. From Stari Bar the taxi to the centre takes about 10 minutes, but taxis can be scarce when tours finish. Do not try to walk into the port.
If you are running late: Go to the shuttle stop at the start of King Nikola's Promenade and phone the port agent number on your daily programme. Ship's tours have the ship wait for them; independent travellers do not.
Where people go wrong: Assuming the ship is a few minutes' walk from the promenade and missing the last shuttle back through the port.
Bar is one day. Time the whole cruise.

On your own or a ship excursion?
Do Stari Bar on your own: it is a 10-minute taxi ride from the centre, and the ship's walking tour costs far more than the taxi and ticket. Budva and Sveti Stefan are the case for a tour. The journey is long, summer traffic on the coast road is slow, and the ship waits for its own tours. Note that Sveti Stefan island is reserved for Aman resort guests; tours stop at a viewpoint.
| What | Ship | On your own | Saving |

Common mistakes
Trying to walk out of the port.
The berths are inside a secure port. Take the shuttle bus to the start of King Nikola's Promenade.
Trusting the '50 m to the centre' figure.
That is the port operator's fact sheet, not the walk from the ship. Allow for the shuttle in both directions.
Trying to walk to Stari Bar in the heat.
It is 4 km uphill, about an hour on foot. Take a taxi up for about €5.
Planning Budva or Sveti Stefan by public bus.
No usable timetable was confirmed and summer coast traffic is heavy. Take the ship's tour.
Getting into an unlicensed taxi without agreeing the price.
Use licensed taxis and confirm the fare first.
Wearing sandals for Stari Bar.
The ruins are uneven cobbles and steep steps. Wear shoes with grip.
Safety, access and bad weather
- Safety
- Bar is generally safe for visitors. GOV.UK advises watching bags and phones in busy tourist areas, beaches and on public transport. The main practical risks are heat and uneven ground at Stari Bar, and traffic: drivers do not always stop at crossings, and pedestrians can be fined for crossing within 100 m of a marked crossing without using it. At the beach, follow flags and lifeguards and swim in marked areas, as speedboats are common in summer. Wildfires are common from April to October. Emergency number: 112.
- Scams to know
- Taxi overcharging: some drivers overcharge tourists. Use licensed taxis and agree the fare before you go.
- Card skimming: card details can be stolen at street ATMs or when paying. Use ATMs inside banks and keep your card in sight.
- Accessibility
- The berths are inside the port, so plan on the shuttle bus; ask the ship about step-free shuttle access. The promenade and town centre are flat, and the palace gardens are on level ground. Stari Bar is not suitable for wheelchair users: the paths are uneven cobblestones with steep stairs. The promenade is the best step-free option.
- If it rains
- Stari Bar's cobbles become slippery in rain, so go carefully or skip it. King Nikola's Palace and the town museum are the indoor option, followed by cafés on the promenade.
- Crowds
- Bar can take several ships in a few days; on 21 April 2026 the town used 30 shuttle buses and 52 excursion coaches. Stari Bar fills with tour groups by mid-morning, so go early, and expect a queue at the shuttle stop late in the afternoon.
Fees and rules for visitors
Cruise passengers in port for under 12 hours pay the city tourist-tax surcharge plus the Catalan regional tax; the city plans to raise its part from €8 to €24.
Now: up to €8 municipal + €6 regional per person per day. Planned: €24 municipal + €6 regional = up to €30
Increase expected in 2027 (needs end-of-year fiscal ordinance); timing not fixed
The port is cutting cruise terminals from seven to five: terminals A, B and C will be demolished and replaced by one new terminal for 7,000 passengers that prioritises home-port and smaller ships.
Works 2026–2030 (first step: close the south-wharf terminal and demolish terminal C)
Passenger ships may carry no more than 200 passengers inside Svalbard's eastern and western protected areas, and landings are limited to 43 mapped sites.
200 passengers per ship
1 January 2025
Bar Harbor's limit of 1,000 cruise passengers ashore per day can now be enforced only in July and August after a federal court ruled it unconstitutional in other months.
1,000 passengers per day (July–August only)
