Victoria Cruise Port

Quick answerShips dock at Ogden Point in the Breakwater District, so there is no tender. The Inner Harbour is about 2.4 km away: a flat 20–30 minute walk through James Bay, or a 5–7 minute shuttle for US$10 one way or US$13 all day. Leave the Inner Harbour 90 minutes before all-aboard on foot, and allow three hours if you go to Butchart Gardens by bus.

Transport: Victoria Cruise Ship Terminal, Ogden Point to the Inner Harbour

Victoria is Canada's busiest cruise port of call, with 335 ship calls expected in 2026, and often the last stop on round trips from Seattle. Ships berth at Ogden Point, at the base of a 762-metre breakwater, and the Inner Harbour, Parliament Buildings, Fairmont Empress and Royal BC Museum are a flat walk away along Dallas Road and through James Bay. The big decision is Butchart Gardens, 22 km north: worthwhile, but it takes most of a short call. Some calls are in the evening, which changes what is open.

Walkable? Yes · about 30 min (2.4 km)

A flat walk of about 2.4 km (1.5 miles), 20–30 minutes, via Dallas Road, Kingston Street and Belleville Street through the James Bay neighbourhood to the Inner Harbour. Fisherman's Wharf is close to the route. The breakwater walk to the lighthouse starts at the terminal and is about 0.8 km each way.

Where your ship docks

  • Victoria Cruise Ship Terminal, Ogden Point (Breakwater District) · 2.4 km to the centre — Ships berth alongside (Pier B is one of the berths used). The terminal has gift shops, a currency exchange and a visitor information area, and volunteers hand out maps. Shuttles, taxis, pedicabs and tour buses, including to Butchart Gardens, leave from the terminal.

Return timing: getting back to the ship on time

On foot, leave the Inner Harbour 90 minutes before all-aboard (16:00 for a 17:30 all-aboard). By shuttle, be at the downtown stop 85 minutes before. From Butchart Gardens by bus, leave the Gardens three hours before all-aboard.

The walk back takes up to 30 minutes, and Dallas Road is exposed in wind and rain. The bus from Butchart takes 50–60 minutes to downtown, after which you still need the shuttle or a 30-minute walk to Ogden Point. Some afternoon route 75 trips do not serve the Gardens.

If you're running late

From Butchart Gardens take a taxi or Uber direct to Ogden Point (about C$60–65 and 35–45 minutes in normal traffic). From downtown a taxi takes about 10 minutes. If you will miss all-aboard, call the port agent number on your daily programme.

A one-day plan for Victoria (all aboard 17:30)

Skip the ship tour for downtown: the Inner Harbour is a flat 30-minute walk and the Parliament tour is free. Butchart Gardens is where a ship or packaged tour earns its price on a short or evening call, because the round trip takes two hours or more by public bus and the ship guarantees the return. On a long daytime call, the bus 75 is a reliable cheap alternative if you leave the Gardens three hours before all-aboard.

Common mistakes cruise passengers make in Victoria

Trying to fit Butchart Gardens into a short call by public bus.

Instead: Allow 4–5 hours in total and leave the Gardens three hours before all-aboard, or take the ship's tour.

Getting on a route 75 bus that does not go to the Gardens.

Instead: Some afternoon commuter trips stop short. Check the destination sign or ask the driver.

Carrying only cards or large notes for the bus.

Instead: Pay the exact fare in coins or notes, Canadian or US; drivers give no change.

Planning a Parliament tour at the weekend.

Instead: Tours run Monday to Friday only, at times that change weekly.

Assuming everything is open on an evening call.

Instead: Museums and Parliament close in the late afternoon. On an evening call, walk the Inner Harbour and breakwater or visit Butchart's evening opening if your ship's tour goes there.

Safety: is Victoria safe for cruise passengers?

Victoria is generally safe for visitors. Take ordinary care with belongings around busy downtown streets in the evening. The breakwater is open to wind and spray, so take care in rough weather and stay on the walkway. Dallas Road and Belleville Street carry traffic; cross at marked crossings. Evenings can be cool even in summer.

Practical information

Crowds

Victoria expects about a million cruise passengers across 335 calls in 2026, and peak weekends bring close to 30,000 in three days. On multi-ship days, the shuttle queues and the Inner Harbour fill first. Walk instead of queuing for the shuttle, visit the Royal BC Museum at opening, and do the breakwater when you first get off. Butchart Gardens is busiest when several ships' tours arrive together.

Accessibility

Ships berth alongside, so there is no tender. The route to the Inner Harbour is flat and paved. The Ogden Point breakwater is barrier-free. The Parliament Buildings have an accessible entrance beside the front steps. Taxis are mostly four-seaters; ask Yellow Cab, Blue Bird Cabs or Victoria Taxi for larger vehicles, or LA Limousines and Regent Limo. Check accessibility with your shuttle or tour operator before booking.

If it rains

Victoria has plenty under cover within walking distance of the Inner Harbour. Spend two hours in the Royal BC Museum, take the free Parliament tour on a weekday, and shop along Government Street. Craigdarroch Castle is a good indoor option by taxi. Butchart Gardens still opens in rain, but the travel time is the same and the visit is wetter.
