Bay of Islands Cruise Port

Quick answerBay of Islands is a tender port: ships anchor in the bay and tenders usually land at the Waitangi pontoon, about a five-minute walk from the Waitangi Treaty Grounds. A free shuttle runs about every 20 minutes between Waitangi Wharf, Paihia and the Treaty Grounds, and passenger ferries cross from Paihia to Russell in about 15 minutes (NZ$19.40 adult return, 2026). Be back at the tender pontoon 90 minutes before all-aboard.

Transport: Bay of Islands anchorage (Waitangi tender pontoon) to Paihia

There is no cruise berth in the Bay of Islands, so every passenger comes ashore by tender. The main landing is a purpose-built pontoon at Waitangi, run by the port authority Far North Holdings and sized for ships of up to 5,000 passengers. That puts the Waitangi Treaty Grounds, the site of the Treaty of Waitangi, almost at the landing. Paihia, the main town, is 2.1 km away by free shuttle, and the historic town of Russell is a short ferry ride across the water. When two ships are in, one may tender to Paihia or Russell instead.

Walkable? Partly (2.1 km)

The Treaty Grounds are about a five-minute walk from the Waitangi landing. Paihia is 2.1 km away; most people use the free shuttle. Paihia and Russell themselves are small and easy to walk.

Where your ship docks

  • Waitangi tender pontoon (Waitangi Wharf) · 2.1 km to the centre — About a five-minute walk to the Waitangi Treaty Grounds and 2.1 km from the Paihia i-SITE. A free shuttle circuit links the wharf, Paihia township and the Treaty Grounds about every 20 minutes for the length of the call.
  • Paihia Wharf or Russell Wharf (second ship) · 0.1 km to the centre — Used when two ships are in port, or by some ships for independent travellers to Russell. Paihia's shops are across the road from the wharf; Russell's waterfront is about 50 m from its pier.

Free cruise shuttle

FreeAbout 15 min circuit; every 20 min or so

Runs Waitangi Wharf, Paihia township, Treaty Grounds for the whole port call. From 1 October to 26 April a separate free van also runs from the Maritime Building in Paihia to the Treaty Grounds at 09:30, 10:30, 11:30, 12:30, 13:30 and 14:30.

Buy tickets at the ferry; cash, EFTPOS and credit cards accepted. The operator's summer timetable (25 September to 9 May) shows roughly hourly sailings, 07:20–22:30 from Paihia and 07:00–22:00 from Russell. The Treaty Grounds' cruise page says ferries leave every 20 minutes on ship days. Check the board at the wharf and note the return times.

Return timing: getting back to the ship on time

Be at the Waitangi tender pontoon 90 minutes before all-aboard (16:00 for a 17:30 all-aboard). From Russell, catch a ferry back to Paihia at least 150 minutes before all-aboard.

Every passenger returns by tender, and queues build late in the day. Russell adds a ferry crossing and then the shuttle from Paihia to Waitangi, so a missed ferry can cost you up to an hour. If your ship tenders to Paihia or Russell instead, apply the same 90-minute rule at that wharf.

If you're running late

From Paihia take a taxi to Waitangi Wharf, under five minutes by road. If you are stuck in Russell, ask at the wharf about the next sailing and call the port agent number in your daily programme straight away.

Ships anchor in the bay. The usual landing is the Waitangi tender pontoon, which takes three 100-passenger tenders at all tides. When two ships are in port, one uses Paihia Wharf or Russell Wharf. Some ships also run tenders to Russell for independent travellers. Allow extra time for the tender queue, especially in the last two hours before all-aboard.

A one-day plan for Bay of Islands (all aboard 17:30)

Assumes the ship anchors at 08:00, first tenders land at Waitangi by 08:30, all-aboard is 17:30, and the visit falls between 1 March and 24 December.

  1. 08:30 Tender to the Waitangi pontoon. Walk about five minutes to the Treaty Grounds, which open at 09:00.

  2. 09:00 Buy admission (NZ$78 international adult). Look round the museums and the ceremonial waka.

  3. 10:00 Join the 50-minute guided tour.

  4. 11:00 Watch the 30-minute cultural performance.

  5. 11:45 Free shuttle to Paihia.

  6. 12:15 Ferry from Paihia to Russell, about 15 minutes.

  7. 12:30 Lunch on The Strand in Russell, for example at the Duke of Marlborough.

  8. 13:30 Pompallier Mission guided tour (5 The Strand), or a walk along the waterfront.

  9. 14:45 Ferry back to Paihia; check the return times on arrival in Russell.

  10. 15:15 Free shuttle from Paihia to Waitangi Wharf.

  11. 16:00 Join the tender queue at the Waitangi pontoon, 90 minutes before all-aboard.

You do not need a ship tour for the Treaty Grounds: they are a five-minute walk from the tender landing and the admission includes a guided tour and a cultural performance. Russell is easy alone by shuttle and ferry. A ship tour is worth it for trips further out, such as Kerikeri or a long boat trip to Hole in the Rock, where a late return on a tender day is the real risk.

Common mistakes cruise passengers make in Bay of Islands

Assuming you will land in Paihia.

Instead: Most ships tender to Waitangi, 2.1 km from Paihia. Use the free shuttle; when two ships are in, check which wharf your ship uses.

Missing the guided tour and cultural performance at Waitangi.

Instead: They run at set times. Check the schedule when you buy your ticket and plan Russell around them.

Coming back from Russell on the last possible ferry.

Instead: Allow for the ferry, a wait, the shuttle to Waitangi and the tender queue. Leave Russell at least 150 minutes before all-aboard.

Relying on card payment for a taxi.

Instead: Not all Bay of Islands taxis take cards; ask before getting in or carry some cash.

Visiting on Waitangi Day (6 February) expecting to tour the buildings.

Instead: The grounds host a free festival but all buildings are closed. Schedules from 1 to 5 February can also change.

Safety: is Bay of Islands safe for cruise passengers?

The Bay of Islands is a quiet, low-crime area. The main risks are sun, slippery boardwalks after rain, and boarding tenders in a swell: hold the rail and follow the crew. Swim only at calm, supervised spots and keep away from boat ramps and wharves.

Emergency number: 111

Practical information

Crowds

Forty-four ship calls are scheduled for 2026/27. On a ship day the Treaty Grounds fill as tours arrive, so go first thing at 09:00 and do Russell in the afternoon, or reverse it if your ship's tours head to Waitangi first. Paihia's craft market on the village green is reported to open on cruise days.

Accessibility

Tender transfers depend on the swell; ask the ship whether wheelchair users can go ashore. The Waitangi pontoon was built for tenders at all tides. Paihia and Russell waterfronts are flat. The Haruru Falls track has steps and narrow boardwalks and is not wheelchair accessible. Check the Treaty Grounds' access arrangements with the venue before you go.

If it rains

Spend longer at the Treaty Grounds, whose two museums are indoors and whose ticket covers two days. In Russell, the Pompallier Mission tour covers the historic printery and bookbinding. Skip the Haruru Falls walk, as the boardwalks get slippery and the track muddy.
